MIVIOT Pushes Construction Reactivation on the Azuero Peninsula

Panama's housing ministry is pushing to reactivate construction on the Azuero Peninsula. On October 2, MIVIOT Vice Minister Fernando Méndez met with housing promoters from Herrera and Los Santos to discuss the sector's challenges and how to speed up building on the peninsula. The meeting was coordination and outreach, not a new measure: no law or program was announced.

What Happened

At the session, MIVIOT walked promoters through the Abono Pa' Ti program, the $3,000 first-home contribution created by Executive Decree 35 of 2026, which the ministry says will support housing development in the Azuero region. The subsidy was already in application before the meeting; the session was about getting it into local projects. We covered its mechanics in our $3,000 subsidy explainer.

Why It Matters for Property

The Azuero Peninsula is the dry, sunny region around Pedasí, Playa Venao, Las Tablas, and Chitré: a smaller, more seasonal market than the Panama City corridor, where most new construction targets local buyers and a tourism-driven strip runs along the southern coast. The push comes as official data shows construction recovering nationwide. The Contraloría General's economic report for the first quarter of 2026 puts the value of construction permits in the main municipalities at about $301 million, up 36.3 percent year over year, with permitted built area up 26.1 percent. Residential projects still took the largest share of construction investment, though less than in late 2025.

What It Could Mean

None of this is a price signal. Permit growth and new-home incentives affect supply and the cash buyers need at closing, not asking prices, and the Azuero market's resale liquidity remains thinner than the capital corridor. For buyers weighing Pedasí or Playa Venao, the practical takeaway is that new-home options on the peninsula may grow, while resale buyers should keep longer hold times in mind.
